The objectives for the SPD as set out at paragraph 2.10 deal with the Mill Road Conservation area. Historic England would recommend that paragraph 2.10 at (5) is slightly amended from
(5) Respect the Mill Road conservation area.

(5) Respect the Mill Road conservation and its setting.
This would support the Council's 'parameters for change' at paragraph 4.6.2 where the character to the south of the site should reflect the character of the adjacent Mill Road conservation area.

Thank you for your email of 15th January 2016 consulting Historic England on the above document. The site covered in the supplementary planning document (SPD) adjoins the Mill Road conservation area along a part of its southern boundary (along Cavendish Road). To the west the Mill Road conservation area extends up to the railway.

The SPD notes at paragraph 2.2.4 that no buildings on site are of any architectural or heritage value. Paragraph 2.2.10 denotes that the site falls within an area where archaeological investigations could be required before any redevelopment of the site is undertaken.
The study area includes three listed buildings at St Matthews's Church (grade I), the Mill Road cemetery (grade II) and the Mill Road library (II).
