I wish to support the application of Cottenham Parish Council for a Neighbourhood Plan. We are currently subject to several planning applications for large developments and more are in the pipeline. This is the best way for Cottenham to have some control over how it develops in future years.

Respondent: The Woodland Trust

Representation Summary:

Thanks for consulting the Woodland Trust on plans to produce 3 new neighbourhood plans in South Cambridgeshire.

The Woodland Trust is very supportive of concept of neighbourhood planning as an important mechanism for embedding trees into local communities and protecting ancient woodland, as such we are very keen to see these plans progress. We would like to take this opportunity to draw your attention to the Woodland Trust's neighbourhood planning microsite: https://www.woodlandtrust.org.uk/campaigning/neighbourhood-planning/ this site sets out how woods and trees can help communities meet the aims of their plans.

Cottenham - Designation of a neighbourhood area - October 2015

Representation ID: 165113

Received: 30/10/2015

Respondent: Gladman Developments

Representation Summary:

No specific comments to make on the application. Taking opportunity to highlight key requirements which neighbourhood plan should have regard.

Offering assistance to Cottenham in preparing their plan.

Sets out national guidance and legislation relevant to neighbourhood planning. Plan must align with strategic policies in Local Plan. Examination of emerging Local Plan in South Cambridgeshire has been suspended whilst further work is carried out. Further consultation and modifications likely. Suggest Cottenham Plan preparation is delayed until all Local Plan is adopted as strategic policies may change.

Neighbourhood Plan cannot introduce policies that would prevent development - need to plan positively. Policies to be supported with evidence base. May need Strategic Environmental Assessment if plan proposals significant - consider at early stage.

Current planning application submitted by Gladman in Cottenham. Site off Rampton Rd has potential as housing allocation to meet housing need in village. Benefits of site outlined.

Representation Summary:

Applaud Parish Councillors for work they have put into this plan.

Concur with their views on opportunities and possible risks for village in future.

Wish to stress how lack of public transport and off road parking in village make life extremely difficult for pedestrians and cyclists. On street parking not only problem - on-pavement parking also problem in narrowest roads in village; particularly along Lambs Lane which is only pedestrian access to the school.

Unless infrastructure and services provided in village are improved (doctor's surgeries are wonderful but extremely busy, primary school is largest in county, library is only part time, roads are crowded and bike lanes non existent) then life for existing residents will be blighted if further large developments are allowed

Firstly I would like to applaud our Parish Councillors for the work they have put into this plan.

I would also concur with their views on the opportunities and possible risks for the village in the future.

My only wish is to stress how the lack of public transport and off road parking in the village make life extremely difficult for pedestrians and cyclists. On street parking is not the only problem, on pavement parking is also a feature in some of the narrowest roads in the village; particularly alarming along Lambs Lane which is the only pedestrian access to the school.

Unless the infrastructure and services provided in the village are improved (the doctor's surgeries are wonderful but extremely busy, the primary school is the largest in the county, the library is only part time, the roads are crowded and the bike lanes non existent) then life for the existing residents will be blighted if further large developments are allowed.

Representation Summary:

I have looked at the neighbourhood plan for Cottenham (of which I am a resident) and I am wholly in agreement with the initiative that would enable residents like me to be involved in the future development of the village. I believe that any future Developments for Cottenham should be considered and weighed against the proposed neighbourhood plan, and take account of residents wishes and the vision for the village. I believe that ad-hoc development schemes without any reference to the neighbourhood plan could be disastrous for the village and harm the community spirit and goodwill that I have seen in the last 18 months since moving here.
