Question 29 – Uses in the City Centre 2.13 Magdalene College consider it vital that the new local plan recognises that during the plan period, the nature of the City Centre will evolve. There seems no question that retail uses in the centre will change / decline and therefore considerable flexibility will be needed to allow buildings to adapt to new uses and so to maintain the city centre as a thriving and popular destination. 2.14 The local plan therefore needs to allow scope for a range of new residential, business and leisure uses to develop to replace retail uses. Care will also be needed to ensure that suitable facilities can be provided to aid ‘last mile delivery’ of on-line purchases (which will increasingly replace traditional retail) and will be especially important if residential density in the centre increases. 2.15 A clear vision for the city centre is needed with flexible policies to maintain the vibrancy and prevent areas of disused and underused buildings which will harm the attractiveness of the city and provide insufficient revenue to maintain the wealth of historic buildings it contains.

4.42 We believe it is important to be flexible in the uses that are allowed to ensure a range of services are available but there needs to be a balance having regard to the impact of the internet on businesses and travel. If facilities are restricted to particular levels in a settlement hierarchy, this can increase travelling. In a rural district it is important to encourage and support access to local services and facilities to meet their day-to-day needs. However, moving forward this needs to be balanced with the changes internet shopping may bring forward.

Flexibility to enable town centres to respond to change, particularly during a period of rapid structural change, is vital. Policy support should be provided to convert spaces within Main Town Centre uses to follow market demands and new tenant trends. In particular, leisure is a suitable compatible use. The changing retail context means that other uses should also be considered. By encouraging more mixed use development in the city centre including office and residential uses there will be more footfall which would help to support the existing retail space. It also supports the principles of sustainable communities and being able to work, live and play in one area.

WITH REFERENCE TO 4.5.3 The provision of high quality education supports economic development by providing the individual with the necessary skills to take advantage of the employment opportunities available. Equally, providing the right opportunities in terms of employment can also help to meet local needs, as well as provide opportunities for valuable and varied employment from further people travelling/relocating from further afield.A balance of the two key elements above is essential in achieving great places to live, work and learn.

2.49 We think that policy can help to support a range of business types, from a flexible range of unit types and sizes (including for start-ups and Small and Medium Sized Enterprises), specialist uses like commercial laboratory space, hybrid buildings capable of a mix of uses, incorporating offices and manufacturing uses, to shared social spaces, for example central hubs, cafes. 2.50 Flexibility can also be applied to proposals for meanwhile/worthwhile uses, which help to optimise economic development benefits and promote innovation at the earlier stages of the development process, such as in NEC, where meanwhile uses can help activate areas that might otherwise lie vacant.
