Representation Summary:

Knapwell residents have responded to previous consultations concerning Bourn Airfield, and the Local Development Plan, to highlight a range of concerns but do not see any evidence of their voice being acknowledged in any of the subsequent consultation summary reports or the draft SPD. As a result, they feel that obligation B4 of the Equality Impact Assessment has not been adequately met by Planning Policy Team and wish to offer the opportunity to engage and rectify this prior to publication of the final SPD.

With the Local Plan approved and Bourn Airfield development progressing, residents wish to assist the development team in meeting their statutory obligations by constructively focussing on a number of explicit concerns. We wish to work in partnership with the development team to minimise the negative external impact on local historic local communities and specifically the historic rural and residential nature of Knapwell, which, due to the further development of the Boxworth services A14 junction will be exposed to high levels of infrastructure damage, community impact and dangers if, [through neglect to anticipate and address it appropriately], it is perceived to be the direct route to and from the A14 for 35000 multi-car owning households at Bourn airfield.

Knapwell residents were heartened to see clear acknowledgement in the draft SPD of the likely impact of traffic resulting from 3500 homes on the character of the Broadway, and to Bourn village - a constructive finding. They are however, frustrated to see that, despite raising concerns in previous consultations, there is no acknowledgement of Knapwell being directly affected by every negative impact that has been highlighted in the draft SPD on Bourn, and the Bourn Broadway.

Representation Summary:

States stakeholders have been consulted. Hardwick has not been consulted as a community stakeholder. Hardwick has not been invited to any workshops although we are clearly very affected stakeholders. I believe this was entirely wrong and disrespectful to a next door neighbour that will be the recipient of all the development's east-bound traffic and from an infrastructure perspective is the target of a new busway proposal that will see our village road turned into an urban stretch of 8 lanes of tarmac. In the stakeholder research did anyone read our Village Plan that concluded that Hardwick wants to "maintain its character with many trees, greenery and tidy streets - a lovely peaceful village home to come back to after a day at work or school" - December 2018. The proposed busway will require removal of all the mature trees and greenery which protect us visually from the A428. The proposed effect is available from GCP.
