For years, I have been trying to draw attention to the lack of housing for seniors. Each development has affordable housing, why is there not housing for the biggest demographic group? There are many of us wanting to downsize, but we have no where to go. We want to be right in the middle of town, walking distance to shops, chemist, cafes and family. You have the whole of Marshalls to develop, please include some little cottages on one floor. Need for housing for biggest demographic group - bungalows in walking distance to facilities.

Sport England wishes to comment that all significant housing allocations will need to make provision (either on site or off site) for sport and physical activity.

For football there is a Local Football Facilities Plan for Greater Cambridge which can help to identify priorities for investment.

Sport England, in conjunction with Public Health England, has produced 'Active Design' (October 2015), a guide to planning new developments, or enhancing existing areas, that create the right environment to help people get more active, more often in the interests of health and wellbeing. The guidance sets out ten key principles for ensuring new developments incorporate opportunities for people to take part in sport and physical activity. The Active Design principles are aimed at contributing towards the Government's desire for the planning system to promote healthy communities through good urban design and enhancements to the quality of existing areas. Sport England would commend the use of the guidance in the master planning process for new residential developments. We note that you have been able to demonstrate that jointly for Greater Cambridge you have 5.3 years of housing land supply and that the Councils will meet their individual housing requirements for 2011-2031 as set out in the adopted Local Plans. We have no particular comments in respect of these calculations at this stage and have not checked each site.

Going forward, it will be important that any allocations in your emerging Local Plan are appropriately assessed in terms of the potential impact on the historic environment.

It must be understood that whilst a planning application may be acceptable to your Council it also needs to be appropriate to other parties if the development is to be delivered and developed with the minimum of delay yet maximising our respective limited resources. Decision makers, including your Council, need to be held more accountable for their involvement in the water level management, surface water disposal and flood risk elements of a development. The inappropriate raising of a developer's expectations and chasing LPA housing numbers is considered to be the start of poor solutions which, if not considered and acknowledged at an early stage, could increase flood risk.

The Board is no longer prepared to resolve, at its expense, problems created by others.

It must be appreciated that water level and flood risk management goes beyond a site being within the indicative floodplain. Therefore, landowners, house builders, developers, agents and the Council need to fully consider and act upon this.

It is also noted that South Cambridgeshire Council is required to prepare an 'Action Plan' because the Housing Delivery Test indicates that delivery has fallen below 95% of the local planning authority's housing requirement over the previous three years. Would welcome the opportunity to engage in the preparation of the action plan to help significantly boost the supply of new homes in the district. The effect of the significant under supply in new homes in the period up to 2018 should not be overlooked.

The PPG makes clear that where an adopted joint local plan has a joint housing requirement and trajectory, the authorities will be treated as one authority for the purposes of the HDT. SCDC and CCC do not have an adopted joint local with an adopted joint housing requirement. HDT is not related to the Councils' housing trajectories, which project forward as opposed to considering past delivery. The Inspector that examined the Councils' Local Plans gave no consideration to HDT and no confirmation has been received that it is acceptable for the Councils' to be considered jointly for the purposes of HDT.

The Council's published Action Plan focusses solely on the case for considering the HDT jointly and this position is not considered to be supported by guidance. As a result of this focus it is not apparent that the Council has engaged with any of the potential stakeholders or undertaken any analysis of under-delivery in order to ascertain what steps could be taken to assist with this in the future. It is considered that the Action Plan will be ineffective in addressing under delivery.
