Para 6.3 NDO's This paragraph appears very arrogant when it states no planning application is required. I think it needs fleshing out and could do with an example to illustrate.
Neighbourhood plan getting started:
We have produced a Community Led Plan because it was less resource, and cost, but to a NH plan process (fully recorded. It is attached.
My feedback is that for small communities with limited resource this is very difficult. You need some way to get these communities MORE able with larger support packages (people support) if they are going to be able to do this.

As a general comment, for small parish councils, such as ours where the resource demands represent such a large ask I would question whether sufficient help is available to complete a Neighbourhood Plan. By resource I mean qualified and capable hands on support, rather than funding.

As a general comment having created a ‘Community Led Plan’ which still carries a recommendation for small communities to create, I feel there should be a level of statutory recognition of the outcomes of such Plans, subject to a minimum level of rigor and scrutiny, and would welcome your thoughts on this.

With regards to neighbourhood planning, we would welcome notification of proposed neighbourhood planning areas as well as consultation on draft plans. The regulations state that Historic England should be consulted on draft plans where our interests are considered to be affected. We welcome reference to this at paragraph 3.47 and Appendix 2.

The Support Offer says there will be regular workshops and seminars and support from the Council in keeping the momentum going. Leads of neighbourhood plan groups have had to push volunteers and arrange evidence collecting to keep the momentum going.

Support toolkit says there will be regular workshops and seminars; apart from first one attended in 2014 Dec haven't been aware of any others on offer- not while undertaking our NP since last year Says south cambs planning while help us to keep momentum going- not the case- lead NP individual has had to keep pushing volunteers and arranging evidence collecting to keep momentum going.
