It is acknowledged that it is desirable and beneficial to create walkable and sustainable neighbourhoods within mixed use schemes such as that being proposed by the Area Action Plan. However, where industrial uses (Class B2 and B8) are included, it is important to ensure that vehicle access to these businesses and the areas in which they are located is safeguarded. Given the nature of the uses, vehicular trips are unavoidably by large vans and HGVs and the street hierarchy proposed should take this into account. This is particularly relevant to the bus company which occupies a unit on the site, access provision for buses and coaches would need to be retained and at a good standard.

The use of traffic calming and other related measures can often result in difficulties for the operators of these businesses which can affect their operations. Streets need to be of an appropriate design to manage the nature of the traffic to ensure the network operates efficiently and to ensure the safety and comfort of all road users.

We strongly support the street hierarchy proposed as this infrastructure is the best way to enable more, better and safer cycling for all ages and abilities. Evidence shows that “where good quality sustainable transport options are integrated into development at the planning
stage or at the time of major investment they are well-used. Attempting to ‘retro-fit’ sustainable transport into existing conventional development is much more difficult as travel habits have already been established.” (Campaign for Better Transport, 2015*)

However, we have concerns as to how this vision will be implemented to a consistently high-quality across the site by different developers. We also note that all new cycle infrastructure must be designed in accordance with Local Transport Note 1/20.

Policy 21 describes the primary and secondary street network, and how these
streets should be designed to lower vehicle speeds, and with excellent provision for
walking and cycling to ensure these remain the travel mode of choice. It also sets
out how space efficient car parking should be provided in ‘car barns’ so that
residents and workers who need to occasionally use cars, can access private or
shared cars.
The Policy states that NEC should be designed to manage vehicle movements in
accordance with the street hierarchy shown in Figure 40 and the design principles
described in Policy 7 and shown in Figures 16, 17 and 18. This shows a
realignment of the current primary access route along the east-west section of
Cowley Road to Cambridge North Station further north so as to avoid HGV, bus
and other vehicle movements through the proposed District Centre.
Chesterton Partnership support priority being given to non-car movements and a
permeable layout being provided for walking and cycling throughout the AAP area.
However, any realignment of Cowley Road would likely impact on future
development aspirations across a number of sites.
Early engagement will therefore be needed with Cambridgeshire County Council to
understand possible alignment and impact on development mix and interaction with
highway and interaction with highway, railway uses activities and operations.
Careful planning and phasing of the proposed new road layout and network,
particularly proposals for Cowley Road, is needed to ensure all access
requirements across the site are met at the required times

We wish to clarify the diagram in Figure 40 – this includes a proposed car barn in the location of
the Site (Annex 7). It is assumed that this relates to the three-storey decked car park that was
provided in application (S/1693/15/FL). Please can GCSP confirm this is a correct assumption, and
that the intention is not to prov de another car barn on the Site i.e. building 140 (to which we would wish to object).

We wish to clarify the diagram in Figure 40 – this includes a proposed car barn in the location of
the Site (Annex 7). It is assumed that this relates to the decked car park that was provided in
application (S/0630/15/FL), which provides car parking for Building 270 and the new WorldPay
building. Please can GCSP confirm this is a correct assumption, and that the intention is not to
provide another car barn on the Site i.e. building 270 or 296. This car park is not in the
ownership of the Landowner, so we won’t make any comment in that respect, but there is an agreement
to use spaces in the decked car park for the occupants of building 270 (albeit that it’s currently vacant).
