It would be helpful to add a section on equestrian access with reference to potential for circular routes and links into the wider network.

4.2 KEY STRUCTURING ELEMENTS (FIXES)
Terminology of 'off-road' cycle routes may be confusing (which might suggest an unsurfaced route). We suggest the term "traffic free" or "walking and cycling routes within parks and greenways" as alternatives.

4.2 KEY STRUCTURING ELEMENTS (FIXES)
PUBLIC TRANSPORT
We consider it necessary to make reference here to the importance of public transport movements in both directions across the principal land ownership boundary as a "Primary Movement and Access" requirement. Any constraints on delivering this need to be acknowledge and addressed (as considered above in relation to potential ransom positions).

Support the requirement to safeguard land for "achieving the necessary and appropriate access to the station from the A10, the village and other parts of the proposed new town by all modes of transport." However, safeguarding land for this purpose is not sufficient to ensure it is delivered and the SPD must include enabling actions and requirements to ensure this access is achieved

4.2 KEY STRUCTURING ELEMENTS (FIXES)
GREENWAYS AND CORRIDORS -
Greenways and links across land ownership boundaries are potentially constrained by the ransom position.
Role and importance of east - west corridors is supported.
Figure 24 "Greenways and Corridors" could be of greater assistance in addressing the practicalities of delivering east - west links across the site. Specific changes are proposed.
The Fen Edge / rail corridor should not extend as far south as shown. The WNTE proposal is not able to deliver a green set back in this location due to the station facilities and infrastructure.
On the Access Movement and Connectivity Plan on page 47 a section of the Secondary Road in the north east is incorrectly shown as a Principal Greenway. We suggest the greenways be shown in a different colour to make the plan clearer.

THE CAUSEWAY LINK
Support the principle of the causeway link but it crosses land ownership boundaries. Its delivery is therefore constrained if the principle of attaching a ransom or other market value is allowed

4.2 KEY STRUCTURING ELEMENTS (FIXES)
HIERARCHY OF CENTRES
Agree with the definition of the town centre as the main focus for the town and the description and broad location of the three local centres.
Sixth Form College should be in Figure 15 for consistency.
Open space including outdoor sports and community growing space could be included in the list of co-located facilities at Bannold Drove Centre.
library could be included in the list of co-located facilities at the Town Centre
description of the Station District should include a sixth form college, open space and outdoor sports facilities.
Bannold Drove centre text include a description of the relationship and proximity to the sports hub, community growing space and Fenland Parks.

EDUCATION
SPD is inconsistent in the size requirement of primary schools.
Concerned with central location of the secondary school. Should be south west of town centre. insufficient justification in the SPD to consider this a 'fixed' element of the scheme.

4.2 KEY STRUCTURING ELEMENTS (FIXES)
EDGE TREATMENTS
Support the principles set out for the central land ownership boundary although some variations in character and appearance of built form must be acceptable across the site including at the landownership boundaries.
Not clear how the principles for the central ownership boundary are to be implemented.
Strongly support statement regarding comprehensive development
Would be helpful if the development boundary in the north east could be amended to match the open space plan (page 52)
Reference to the South Eastern Boundary It is unclear what is meant by the opportunity for creation of green ways in the south east corner.
