The landscape buffer to Broadway is minimal. This is okay to the northwest where Cambourne is also close to the Broadway, but southwestern parcel shown close to the road should be moved back. Page 52 states that 'consideration of the existing country lane character of Broadway, and the potential value of retaining this' is needed, however, the current buffer doesn't look to achieve this.

Careful thought should be given to the shared and dual use of sports facilities especially pitches as the use during weekdays by the school and then weekends by clubs could lead to over use and leave them unplayable it would also cause an additional burden on the budget of school as the sports facilities would need more intensive maintenance during and at the end of season which the income would not cover. The schools would also need additional staff to monitor use and booking of the pitches. A new school would have difficulty funding this due to the issues with lag funding for a growing school role.

4E TACKLING SOCIAL ISOLATION

Easily accessible sports pitches enables the growth of sports teams that support forming an identity and also bring people together reducing isolation. Provision of outdoor bowls extends the age range that gets together. There is a greater need for formal pitches than informal due to the number of teams that will be generated by the new development.

Consideration should be given to direct access to the A428 by a new junction onto the A428 from Bourn Airfield. It seems like a missed opportunity not to do this in the Town Council's view. The Town Council is also worried about the following statement 'a western access from the Broadway which reconfigures the existing highway to provide priority to the primary street entering the site and ensure there will be no direct vehicular access for southbound traffic from the new village (subject to availability of third party land). If third party land may be needed to achieve this option, it raises the question of its deliverability and the potential need to consider direct access onto the A428.

INFRASTRUCTURE DELIVERY PLAN - ITEM 33 BURIAL GROUNDS

The description for the burial grounds saying approximately 300m² of land is likely to be required is too low. The 0.83 ha to be provided in the funding column would allow 30 years of burials based on the guidance in Arnold-Baker on Local Council Administration. (Amount of Land 33.13 At Two burials per Grave, one acre may be expected to last 70 years for each 2,000 inhabitants.)

Generally, you allow for a 30-year supply therefore:
1 year = 0.014acres /2000 residents
30 years x 0.014 = 0.42 acres/2000 residents
3500 dwellings X 2.8 = 9,800 residents
9800/2000 =4.9 x 0.42 = 2.058 acres (0.83ha)
