Appendix C to the Main Document is entitled 'Evidence of Lead-In Times, Lapse Rates and Build Out Rates'. Section A1 to the Annex is very similarly entitled 'Evidence of Lead-In Times, Lapse Rates, Build Out Rates and Windfalls'. The relationship between the two is unclear; however, the evidence appears to be the same.
