This proposal recognises that the Local Plan covers an area that is both urban and rural. It suggests that across each policy area proposed, the plan sets a priority for delivering high quality and well-designed places. It is not considered however that the Plan as currently drafted meets this objective as it seeks to focus primarily on Cambridge, the edge of Cambridge and new settlements for growth with the rural area being left behind.

It is welcomed that the Local Planning Authority have identified exceptional circumstances for Green Belt release within the plan area. It is considered however, that the LPA have not gone far enough in releasing Green Belt land to meet the demanding housing requirements for the Greater Cambridge area. It is considered that additional land should be identified in the rural area for moderate levels of Green Belt release to ensure that the viability of the rural areas within the plan area are protected and enhanced.

It is important to include a policy on design within the Greater Cambridge Local Plan. This will accord with the provisions of NPPF that identifies the creation of high quality, beautiful and sustainable buildings and places, within Paragraph 126, as fundamental to what the planning process should achieve.

It is considered that the threshold of 40% of new homes to be affordable on sites of 10 or more dwellings does accord with advice contained within NPPF. There will be circumstances however where not all sites will be able to meet these requirements for example some brownfield sites that have complex contamination issues may make affordable housing at this level unviable. It is considered that the strategy of the plan is focussed towards development within Cambridge city and on the edge of Cambridge where affordable housing provision may be less viable

A policy for rural exception sites and First Homes exception sites is supported as this is a way of meeting affordable housing requirements. In order for these to be viable however some level of market housing should be allowed where it can be justified. This market housing should not be restricted to custom and self-build housing but open market housing should be allowed to ensure that a viable development can come forward.

A policy for housing mix is required to ensure that an appropriate mix of housing sizes will be provided to address the identified need and create balanced and mixed communities. Objection is raised to the potential for a condition to be attached to end planning permissions to remove the permitted development rights for extensions that would harm the housing mix that the development was responding to. This approach is considered overly cautious and too restrictive.
