CBC Limited and the Landowners strongly support the need to plan for future job growth. However, the proposed number of jobs represents an annual growth rate which is significantly lower than the historic growth rates achieved consistently since 1991. The growth potential of the Life Sciences sector in particular should be reflected in the proposed approach.
There has never been a more important time to support and invest in centres of excellence for health and life sciences.

CBC Limited and the landowners support the policy principles of prioritising new employment development in Cambridge within the mixed use Areas of Major Change such as the Campus which is nationally important. We support the development of detailed criteria to ensure ensure proposals for employment development will be acceptable. The nature of future employment development is anticipated to be agreed with GCSP as part of the Campus’ Local Plan policies.
CBC Limited and the landowners support the policy principles of prioritising new employment development in Cambridge within the mixed use Areas of Major Change such as the Campus. We support the consideration of employment proposals on their merits, where they are of an appropriate scale, character and in an accessible location. Future employment growth at the Campus is a nationally and internationally-significant opportunity for the Life Sciences sector and the future prosperity of Cambridge.
Enabling the expansion of the Campus into the identified Major Area of Change is nationally important. The Campus is part of a thriving Life Sciences ecosystem within Cambridgeshire but is the only place where major hospitals are co-located with advanced research institutes, higher education, and the international headquarters of Life Sciences companies, and the only place where the full cycle of discovering, demonstrating and delivering healthcare innovations can be found in one place.
We support the development of detailed criteria to ensure ensure proposals for employment development will be acceptable. The nature of future employment development is anticipated to be agreed with GCSP as part of the Campus’ Local Plan policies.

We support policy aims to respond to the need for new visitor accommodation, particularly within Cambridge. There is an identified need at the Campus for visitor accommodation, particularly for business activities but also for visitor use. Campus expansion could provide hotel space alongside a conference centre for which there is also an identified deficit. The Campus is in serious need of floorspace to allow for the mixing of different staff from different institutions to enable knowledge spillover and idea sharing. A diverse development offer allows the Campus to move towards an interconnected and vibrant innovation district promoting collaboration and innovation.

We suggest ensuring that any future policy has flexibility to allow for important locations such as the Campus to develop a housing mix to suit their specific needs, with suitable site specific policies that can govern such exception sites.

The Cambridge Biomedical Campus and immediate area will benefit from significant planned improvements in transport infrastructure, including from the Cambridge South Station and CSET extension. It is an appropriate, sustainable location at which to plan further development.
Planning at scale enables the greatest opportunity to achieve modal shift.
The expansion of the Campus into the identified Area of Major Change is an opportunity to bring development at a scale that can provide access to new infrastructure to address existing deficits, in a location that can reduce rather than add pressure to existing transport networks.

We support the principles of delivering sustainable and inclusive communities by minimising the need to travel and reducing travel distances. The expansion of the Campus into the identified Area of Major Change offers a significant benefit in this regard – locating new development close to existing and proposed public transport connections will encourage modal shift, reduce carbon emissions and will help to reduce the pressure on the road network. Campus expansion will be guided by a Mobility Strategy focused on reducing the need to travel.

The expansion of the Campus into the identified Area of Major Change offers a significant benefit in this regard – locating new development close to existing and proposed public transport connections will encourage modal shift, reduce carbon emissions and will help to reduce the pressure on the road network.
The southern side of Cambridge will benefit from exceptional transport connections, particularly through CSET, EWR and Cambridge South station, and the Campus and the area identified for expansion occupies the optimum location to take advantage of these proposals. The Campus is very unusual within a Cambridge context to have such readily-available access to existing and, particularly, planned public transport infrastructure.
The expansion of the Campus will be guided by a Mobility Strategy focused on reducing the need to travel. Active travel principles are embedded within the CBC Vision 2050 and the Spatial Vision for the expansion of the Campus, and we anticipate that these will be carried forward to the local plan policy requirements.
