Under the aims we would suggest an amendment to the Homes aim that states “significant quantities of housing that is affordable to rent and buy” we suggest this is changed to “sufficient quantities of affordable housing to meet the identified need required for a prosperous Cambridge”.

The objective to achieve net zero carbon is supported. Technology will move faster than the Local Plan process so any policy should avoid being too prescriptive in relation to specific technology types. Clarity should be given on the requirements of Whole Carbon Assessments and what they should contain.

Representation Summary:

Moving to a minimum of 20% biodiversity net gain is a step change. It is likely that in many cases off site contributions will need to be considered to deliver schemes at appropriate densities in the urban area. A system should be put in place for off-setting similar to that in place for the District Licencing for Protected Species. Such a scheme should be straightforward to use and make the best use of strategic resources.

It is noted that the Local Plan intends to broaden the employment base of Cambridge. Support should be given to enable the local community to engage with the construction industry and the skills required. Investment should made to ensure that residents are given the opportunity to gain employment and skills on development sites. There needs to be a clear apprenticeship scheme that developers can sign up to that is linked to Further Education opportunities.

Representation Summary:

There is little reference to Modern Methods of Construction (MMC) in the proposals including the use of off-site manufacture. Given the development opportunities identified within the Oxford to Cambridge Arc it will be important to create a supply chain for off-site manufacture close to Cambridge. The volumes of housing to be provided within the Greater Cambridge Local Plan should create the economy of scale to implement off-site manufacture factories. There should be a consideration given to the implications of MMC for design policies as a whole.

The use of Design Codes specific to a local area is critical, this should reflect local building typologies and topography. There has to a recognition that forms of construction are changing through modern methods of construction, and design codes should allow for flexibility for new house building technologies where they are contributing towards the objective of being carbon neutral. The preparation of an area wide Design Code for Greater Cambridge would be supported.

A mix of housing types should be provided across Greater Cambridge. Alongside open market sale housing this should include affordable rent, social rent, starter homes and rent to buy. We have significant reservations regarding the affordability of the First Homes product and how under the current policy proposals they will replace “traditional” affordable tenures in particular Shared Ownership.

Within the Greater Cambridge Housing Market the traditional form of exception site helps to meet local needs. Given the scarcity of rural exception sites further flexibility within the Green Belt should be allowed for traditional rural exception sites where there is a demonstrable local housing need.
