The background section sets up the whole document to fail. The 'extraordinary history' of international significance is rightly given first mention. But there is nothing about the need to preserve the site as was, and by the end of the paragraph the stage is set for destruction. It has moved from the real-world 'in these laboratories' to placing science in an empty and ancient past: 'On this site...'
