We agree that the Greater Cambridge Local Plan should include policies for wellbeing and social inclusion, encompassed by the concept of ‘good growth’, including:
- good quality, affordable housing in accessible locations;
- good access to services and facilities;
- creating places that enable healthy and active lifestyles and social interaction;
- supporting access to education, employment and training opportunities;
- promoting sustainable and active travel;
- providing community and shared spaces; and
- protecting and providing public access to open spaces and the natural environment.

We agree that policy should seek meanwhile uses on vacant sites or in underused buildings, as part of the phased development of major development sites and within other vacant sites and premises where a longer-term use is still being resolved, in order to support the local community and contribute to the vibrancy of the area as new communities develop.

We agree that policy should require that development does not lead to or is subject to significant adverse effects as a result of noise, vibration, odour, and/or light pollution. Electromagnetic interference (EMI) should also be included. It is important for policy to help to protect the research environment, including sensitive equipment, which is particularly sensitive to noise, vibration and/or EMI, and not just to human receptors.
Policy to protect research undertaken by the Mullard Radio Astronomy Observatory at Lord’s Bridge should be rolled forward into the Greater Cambridge Local Plan.

We support the acknowledgement in emerging policy of the need for heritage assets to be adapted for climate change, however it would be helpful to have greater definition regarding what interventions necessary to end reliance of heritage assets on fossil fuel will be acceptable. The cities of Bath and Oxford provide good examples in this regard.

We agree with the intention to support proposals for diversification schemes which enable continued operation of agricultural and other land based rural businesses, particularly those engaged in sustainable land management or renewable / low carbon energy, where they are appropriate in scale to their location.

We support the proposal to include policy to positively enable remote working at hubs and from home. The University has embraced remote working as a response to the pandemic restrictions, and will continue to support agile working in the longer term, where appropriate to roles. This will include the creation of agile working hubs on the University’s estate, for its operational purposes, but a successful permanent transition will also depend on the ability of staff to work remotely at home and/or at hubs.
