Draft North East Cambridge Area Action Plan

Policy 10b: District Centre

Representation ID: 54505

Received: 05/10/2020

Respondent: Cambridge Cycling Campaign

Representation Summary:

We support that this centre, including a school, has been located on a key walking and cycling route and integrated with the First Public Drain biodiversity corridor, but away from motor traffic. We agree that it should be a space that is safe for everyone all year round during the day and evening. There should be a clear visual link to the new walking and cycling bridge over Milton Road and we would recommend that the original option for a ‘green bridge’ over the road remains in the list of design options.

Policy 10c: Science Park Local Centre

Representation ID: 54506

Received: 05/10/2020

Respondent: Cambridge Cycling Campaign

Representation Summary:

The Science Park local centre should be located further away from King’s Hedges Road and the main western access road into the site to improve safety for people walking and cycling and avoid attracting drive-past visitors. The existing junction at Cambridge Regional College needs a significant redesign to accommodate higher flows of walking and cycling traffic in the area.

There is a noticeable lack of facilities within the west of the site which will remain a business-led Science Park with no housing or even a concert venue (which could double as a conference venue). This will mean it will remain quiet at night and may feel unsafe for people walking and cycling.

We think the cycle logistics hub may be better located at the current location of the car showrooms on Milton Road, or for two hubs to be allocated to the site (as discussed in policy 20), with one nearer the station in the eastern section to help encourage a shift of long-distance logistics from road to rail.

Policy 10d: Station Approach

Representation ID: 54507

Received: 05/10/2020

Respondent: Cambridge Cycling Campaign

Representation Summary:

We support replacing the ground level station car park with a multi-storey car barn and improving the approach to and arrival experience at the station. Onward journeys by cycle should be obvious and convenient. The ‘attractive, safe and generous pedestrian and cycling provision linking the Waterbeach Greenway and the Chisholm Trail’ should include a clear, wide and accessible link across Fen Road and we recommend that the level crossing is closed to motor traffic with an alternative road bridge across the railway further north. The station must have plenty of secure, high-quality cycle parking for a variety of types of cycle as well as a hub for a cycle hire or share scheme. The existing station cycle park suffers terribly from theft and vandalism and solutions must be found for these problems.

Policy 10e: Cowley Road Neighbourhood Centre

Representation ID: 54508

Received: 05/10/2020

Respondent: Cambridge Cycling Campaign

Representation Summary:

We support that this centre has been located on a key cycling and walking route. However, we note that plans for development of St John’s Innovation Park, submitted in August and September 2020, already threaten the delivery of the district’s vision with two car barns (rather than one) and substandard walking and cycling connections. Priority should be given to people walking and cycling on this part of Cowley Road, as elsewhere in the site, with improvements made to the Jane Coston bridge and its approaches to allow for the increase in cycle and foot traffic which the new district will bring. Phasing of employment and residential build-outs, along with supporting services and infrastructure, will be key to realising the ambitious goals for sustainable transport.

Policy 11: Housing design standards

Representation ID: 54509

Received: 05/10/2020

Respondent: Cambridge Cycling Campaign

Representation Summary:

Residential cycle parking should allow a minimum of one space for each child or adult in the development, plus facilities for large cycles or cycle accessories (such as child seats and trailers) which are key enablers of a car-free lifestyle. At least one in 10 spaces should accommodate non-standard cycles such as cargo bikes or handcycles. One quarter of disabled commuters in Cambridge travel to work by cycle and this has the potential to be much higher with the right infrastructure and facilities such as spacious, secure cycle parking. Residential cycle parking must never be two-tier, high-low or [semi-]vertical racks; it must be at least as accessible to people of all abilities as the Local Plan requires and we encourage going above and beyond current policy to deliver very high-quality cycle parking.

Policy 12a: Business

Representation ID: 54511

Received: 05/10/2020

Respondent: Cambridge Cycling Campaign

Representation Summary:

We support the location of a variety of different types of jobs and businesses in the area so that as many people as possible are able to travel to work without driving. However, the distribution of jobs and homes is unbalanced, with the western half of the site remaining business-focused and therefore likely to be quieter and less used outside office hours. This could have an effect on the safety and perceived safety of those walking and cycling through the area.

We support plans to move existing heavy industrial activities away from homes, schools and key walking and cycle routes – e.g. by converting Nuffield Road Industrial Estate to residential use – although we feel this area should also include some shops and services. Consideration should be given to providing a connection from Nuffield Road out to Milton Road when reconfiguring the Milton Road junction with the busway, particularly if the underpass will be removed.

Policy 12b: Industry, storage and distribution

Representation ID: 54512

Received: 05/10/2020

Respondent: Cambridge Cycling Campaign

Representation Summary:

Camcycle supports Cambridge Past, Present and Future’s recommendation to relocate industrial units and the aggregates railhead to the north-east corner of the site with a separate industrial access road added alongside the A14, which would remove large amounts of heavy traffic from the main route through the district.
