Trinity College Cambridge is already acting to reduce the number of car parking at CSP and this will continue. A policy framework needs to reflect that a reduction in car parking will happen over a period of time, but that there is a shared ambition to reduce travel by the private car and encourage people to travel by sustainable transport means.

The AAP needs to recognise Cambridge Science Park as a well-established Science Park with many established companies, some of which are subject to long leases. The Cambridge North Station area is for regeneration where a place, and how it functions, can be designed from concept to delivery; including the expectations and function around car parking.
CSP is moving towards an approach with fewer car parking spaces, certainly for future development which is expected to work within the amount of car parking available within CSP. A policy framework needs to reflect this very different context and that CSP will inevitable have to move slower than Cambridge North towards car parking provision.

The APP must embrace new technologies and new ways of managing places, particularly where there are large areas managed by single institutions. This will be a rapidly changing matter as technologies improve and are implemented. The AAP policy should not restrict what the solutions may be, but rather have a policy framework that supports and allows for innovate solutions as they come forward.

Question 23: Should development within the North East Cambridge area use car barns for the storage of vehicles?

Allowance should be made. However, it should not make them mandatory. Autonomous vehicles are to be an integral part of the future transport system and the way people, particularly young people, travel is already changing, i.e. young people attaining driving licences. Car ownership is not destined to continue for the long term.
The future possibilities have to be taken seriously. Car barns could, perhaps, become redundant in years to come, due to technological innovations such as autonomous driving, trends in car sharing and phone-app management.
The AAP should include a policy framework that strives for the appropriate parking solution at that time and encourage innovative solutions that reduce the need for car parking spaces and reduces the need to build car parking spaces.

As a general point, Trinity College Cambridge wish to enhance the public realm and green spaces within CSP so that they better provide for sustainable travel choices, more pleasant areas, promote outdoor working and enhance the quality of place. The AAP offers the opportunity for these aspirations to be connected into the wider AAP area and beyond.

The focus needs to be on coordinated and integrated transport solutions. It will be a leading mix of high-quality infrastructure to support sustainable travel and working with transport providers to improve bus and train travel opportunities. Technology should be fully embraced to consider if there is a more innovate way of providing public transport through a demand-based system.

Current policy provides a good level of cycle parking. The greater effort should be on providing the supporting infrastructure - safe and convenient routes, showers, lockers, cycle maintenance, incentives to travel by cycle.
